STEPAN begins new phase of regional cooperation on Science, Technology, and Innovation (STI) policy under 2026–2030 Action Plan

During the meeting, member countries shared how their national STI systems are shaped and are evolving. They presented an overview of their national STI governance systems based on UNESCO’s GO-SPIN methodology. While demonstrating the diversity of the STI systems, these overviews highlighted some commonalities across countries’ national STI priorities, future visions, and gaps that could be addressed through STEPAN’s collaborative work. Countries also shared lessons learned, including success stories and challenges encountered in STI governance, which could provide valuable insights for all STEPAN members. 

A case study of STI  governance systems in relation to national development priorities and visions, conducted by a team of master's students from the Department of Science, Technology, Engineering and Public Policy (STEaPP), University College London, was presented during the second day of the meeting. The students shared results of their comparative analysis of Malaysia and Timor-Leste STI governance systems, using a framework connecting the current national socio-economic context, STI institutional architecture, national capacity, strategic directionality and the path each country has taken. These dimensions were considered collectively to identify the transformative steps within each country’s STI governance system.
